Rachael Nicoll
Senior Specialist
Rachael is an air quality expert and proud policy nerd. When not dissecting the restricted from the discretionary, Rachael is a keen gardener and DIY enthusiast. She is an experienced presenter and has acted as an expert witness in numerous public hearings under the Resource Management Act 1991.
Rachael runs the Armidale, Australia (Hotel California) office of Emission Impossible Ltd (you can check out but you can never leave).
Rachael helped the Auckland Council draft the Unitary Plan by providing specialist air quality and general policy advice.
Rachael has a bachelor’s degree in chemical engineering and over 25 years’ experience in the glamorous world of New Zealand air quality management. Recent examples include:

Resource consents - technical review of resource consent for a pet cemetery
Techniques and best practice for air quality assessment - guidance on harmful effects of vehicle emissions for a transport agency
Odour and particulate matter (smells & dust) assessment and control - dust management plan for a composite timber products manufacturer
Rachael co-presents the Clean Air of Society of Australia and New Zealand Introduction to Air Quality training course (air quality 101). Previously, Rachael co-authored the (New Zealand) Ministry for the Environment’s Good Practice Guide for Assessing and Managing Odour and the Good Practice Guide for Assessing and Managing Dust.
